I have been watching the Cell Games arc, and a few times, an old couple has popped up, watching the games on TV. They mention that Gohan looks a lot like 'Chi-Chi's son'.
Is there any explanation given to who these people are?

It's never said who they are. Apparently they're just the Son familiy's neighbors or something. They also look vaguely like the old couple who find Ma Junior's egg in the pre-23 Tenkaichi Budoukai filler.

1. Toei likes to recycle filler designs. 'Cuz they're slackers like that.
2. That old couple would near-certainly have been killed.

Yes, they're neighbours it seems, given the way they talk, it's typical! They must at least live nearby if not direct neighbours.
