Toei owns the anime in Japan.
Shueisha owns the manga in Japan.
Viz licensed the manga in the U.S.
FUNimation licensed the anime in the U.S. and Mexico.
I think Manga Entertainment U.K. owns the distribution rights of the anime in the U.K.
Madman owns the distribution rights of the anime in Australia.
That's all I know.

Edit: Ha! It depends on your question. You were not specific enough. See post above me.

AB Groupe owns it in most/all of Europe, I believe.

Pretty sure they own the franchise in general. They make all the decisions about it and such (who to give certain rights to, etc).

As AgitoZ wrote, the owner of Dragon Ball as whole is Shueisha. They are also the ones behind the DB video games and new anime specials.

Would Namco Bandai own anything? Since they make the games? Also doesn't Columbia Entertainment own the rights to some of the BGM?
If you have to write a small thesis every time you respond to a post you're not an intellectual, you're just bad at making your point.

I think Bandai Namco is for the video-games what Toei is for the anime.
James Teal (Animerica 1996) wrote:When you think about it, there are a number of similarities between the Chinese-inspired Son Goku and that most American of superhero icons, Superman. Both are aliens sent to Earth shortly after birth to escape the destruction of their homeworlds; both possess super-strength, flight, super-speed, heightened senses and the ability to cast energy blasts. But the crucial difference between them lies not only in how they view the world, but in how the world views them.

Superman is, and always has been, a symbol for truth, justice, and upstanding moral fortitude–a role model and leader as much as a fighter. The more down-to-earth Goku has no illusions about being responsible for maintaining social order, or for setting some kind of moral example for the entire world. Goku is simply a martial artist who’s devoted his life toward perfecting his fighting skills and other abilities. Though never shy about risking his life to save either one person or the entire world, he just doesn’t believe that the balance of the world rests in any way on his shoulders, and he has no need to shape any part of it in his image. Goku is an idealist, and believes that there is some good in everyone, but he is unconcerned with the big picture of the world…unless it has to do with some kind of fight. Politics, society, law and order don’t have much bearing on his life, but he’s a man who knows right from wrong.

I'm really curious how it actually works, as if Shueisha is the owner and mastermind behind everything (they are the ones commanding developers like Spike to develop a game and pay them).
I can imagine Bandai and TOEI having some kind of agreement that they own their own medium but have to pay some percents from sales or paying the rights constantly? Maybe both?
I can imagine TOEI paying rights and Bandai share of sales.

Shueisha and Bird Studios (aka Akira Toriyama).
As you can see on manga volumes and the credits of Jump Ultimate Stars, the rights of every series is owned by Shueisha and its autor.
Sorry, I can't speak English very well, but I'm trying my best.
This is My Anime List.

What about in Canada?
My favourite art style (and animation) outside Toriyama who worked on Dragon Ball: Katsuyoshi Nakatsuru, Masaki Satō, Minoru Maeda, Takeo Ide, Hisashi Eguchi, Katsumi Aoshima, Tomekichi Takeuchi, Masahiro Shimanuki, Kazuya Hisada

20th Century Fox owns the license to make live action Dragon Ball feature films!

Despite what happened on TV, this territory is Funimation's.

Bandai Namco's rights extend to merchandise in general, from toys, to mostly anything.

That's the thing, who does own the rights in Canada? Funi kind of does but then again, not really.

It's Funimation. The YTV television broadcast is a legal mess that no one in the public really knows.
