Is any one awhere if their are any Dragon Ball Legos licensed in The U.S.A or Japan?

I'm pretty sure there aren't; however, there are custom-made minifigs you can buy.

Yeah, plenty. Just search "Dragon Ball Z Legos" and you should find some.

These are customs and I don't think they're for sale. http://www.mocpages.com/folder.php/8001 If you read the comments people are willing to pay hundreds of dollars. Yet the creator has never responded.

I don't think the site is monitored anymore. The images were uploaded in 2005. Some of the recent offers were this past November.

The Harry Potter ones were terrible... Yuck. I'd love to be Lego Goku and throw Kamehamehas at random Lego citizens.

I hate that it's always the cell saga era on these kind of things... Ma Jr saga for the win!

I think if Hasbro can get away with Kre-o, you could get away with selling your own custom pieces and paintjobs.

Kre-o are almost literally piece-per-piece ripoffs; the only real difference is the divots on the top.
