Like I just said, Toei didn't use this chart. They used same codes but they had their own palette for those codes. This is accurate for anime industry in general. For DBZ, this can only be "a good guide of sorts", not an actual palette chart.

For general cel animation use, this chart is better than the one you used which makes no distinction between Toei/non-toei and is based on online photographs of cels rather than actual indsutry colour palette cards for those codes like this (from the guy who made the chart I posted):

For Toei it seems like they're more saturated than that chart you posted but the actual hues are in the right ballpark.

Toei Animation used the paint called "STAC" (Saito Tele Animation Color) and it was different from industry-standard "Taiyô Shikisai". There is a tweet pointing out that STAC's color chart is very close to that of "Art Color" which was widely available for amateur animation creators.
