I think its a Gundam base toy with Cell features. Kinda looks cool honestly

Samus makes more sense on a Gundam than Cell does. The thing on his head which I am pretty sure is his ears or maybe horns...looks kind of ugly. Also he doesn't really have eyes.

It's angled so you can't see them well, but that little dab of pink on the right side of its face below his "brow" is an eye. Given it's a Gundam template and all true Gundams that I can think of had eyes, it's safe to say that the model does too.

A friend of mine got this for me for my birthday.

He wrote a letter that he handed me with the figures.
From left to right:
Trunks
Gohan, the shell shocked, eyebrow less wonder boy.
Ummm. Someone else.
Captain unibrow.
Goku, the down syndrome fighter with a heart of gold
And broly, the neck less.

My favorite is the legendary Neck-less saiyan, who has flesh earrings and completely different right and left arm sizes.

The thing is, outside of some of the characters using weapons (namely Kuririn and Vegeta, since both Gohan and Yamcha did use swords at various points, and obviously Goku's nyoi-bo and Roshi's staff work fine), those really aren't that bad design wise. For Lego knockoffs, those aren't bad at all.
