Does Staff Officer Black remind you of someone?

I haven't watched Dragon Ball in a long time but seeing Staff Officer Black has got me thinking (minus the big red lips) of J.B Smoove who's a great comedian and one of the reasons why he makes shows and advertisements so well worth watching. He's certainly one of my favourite comedians, but Will Arnett is still my top choice (both of these actors are in The Millers which is a waste of their talent).
