Watching Dragon Ball and realize Boss Rabbit and his gang were sent to the moon, which was destroyed by Piccolo. The people that Vegeta and Nappa killed when they arrived on earth, and the other Namek killed by Freeza who was running with Dende (He should come back but there was no happy reunion seen like with other nameks, I'd assume he was forgotten).

Are there others not brought back by the Dragon Balls?

Toriyama said that Boss Rabbit and his henchmen were drifting through space after Roshi destroyed the moon. Either they died in space or found away back on Earth. I would imagine that they would live on Earth doing crime for years until Buu killed everyone then got wish back.

Does Android 16 count? I always wondered what happened to him, being one of Cell's victims he should of been revived. I've heard people say a few things like he's a complete artificial being or he has no soul so Shenron can't revive him. Then I think of Path to Power and Android 8 being restored. Maybe I missed something from Toriyama but I imagine him in peace with nature.

The guy....okay. He would've been a fine mid/high Z-fighter with advanced cybernetic enchancements. His death kinda left ever-lasting impression of how tragic death in DB can be without its DB.

Pilaf was wished back. He was evil, but not really evil like Dabra and Babidi was. I think #16 never came back because he is fully robotic and most likely has no soul. Otherwise we would know by now if he was alive.

The people of South City were never wished back after 19 and 20's rampage. It would have been the best choice for the 2nd wish after the Cell Games, but none of the characters thought of it.

The Namekian Grand Elder is one of the only permanent deaths in the series, aside from villains.

There's also the Namekian village that Vegeta slaughtered, but their non-revival is actually pointed out in dialogue.

If we count God, then Nail should probably count too.

Grandpa Gohan specifically rejected the chance to be revived.

The Kaioushin Boo killed and absorbed are seemingly gone forever, other than what might remain in Oob and Mr. Boo.

I suddenly wonder if Yamu and Spopovitch ever came back. Did Babid's corruption permanently brand them as evil? Were they huge assholes even before that? Or did they actually get revived as regular people?

The two gun men that try to kill Mr. Satan most likely never got wish back. I would imagine Tao is dead for good since we haven't seen him since his fight with Tien. Colonel Violet and Colonel Silver are nowhere to be seen after the RR Army arc. Most likely that they are alive, been capture after the RR army saga or died from Majin Buu but didn't get wish back.

I wonder if Tao is alive. If Ginyu was revived after Kid Buu blew up the Earth he might be too.

There's nothing wrong with being a "hired gun" which is what Tao is. He's a bad man, but he's a businessman.

Ginyu live his life as a frog on Earth. So over the years, he didn't do anything bad. Tao was always a very evil person, so I doubt he got wished back after Buu.

Does the dragon consider people who kill others on a business sense to be evil? Goku killed people, Vegeta killed people, etc...they were both revived.
