The opening of the movie with all those bats and that place with the red sky and the ocean with that giant fish monster thing though...what was that supposed to be? Was that meant to be the rest of hell outside of Freeza's personal hell?

GT actually accidentally ties them together by allowing both multiple layers to hell and personal punishments. As well allowing bad guys to keep their bodies. If it's more like the Chinese myth hell its possible that all could exist simultaneously.
