I think he was the first serious villain in Dragon Ball, but otherwise he's a bit too "genericly villainy" for me. He did reincarnate into one of my favorites, however!

I think there was a time I really liked Chiaotzu. It must have been when I was really young and getting into the franchise. But sadly the little guy was pushed aside before his time even had a chance to begin. So no.
