What if there was a Super Villain League?

What if there was a Super Villain League?
We know who the heroes are... the Z-Warriors: Goku, Gohan, Vegeta, Piccolo, Krillin, Yamcha, Tien, Chiaotzu, Goten, and Trunks.
But about the villains?
If there was then I'd think it would go like this...
Freeza is the leader of the group... but only because Cell let's him due to finding his controlling nature amusing though him and Piccolo Daimao will kill him off once it stops being amusing. Piccolo Daimao and Cell are the strategists... always thinking up plans together. Dr. Gero is the scientist who's working behind the scene... he is the founder of the group due to his vendetta against Goku for ruining his career. Kid Boo is the muscle... he's the last resort weapon because he's totally crazy.... and evil.
What do y'all think?

It's an interesting concept, but as with the vast majority of 'evil organization' ideas it wouldn't really work very well. Heroes can band together for the greater good because that's their goal. Villains on the other hand have a harder time banding together since their goals tend to be more self serving.
In the specifics here I don't see Cell following anyone's orders but his own, same goes for Freeza. Dr. Gero tried the whole evil organization thing, it was called Red Ribbon, and it didn't end well for him.
As for Kid Buu if you think ANY of these people could even begin to control him, you really don't know just what Kid Buu is - a being of pure chaos.

I did a thread similar to this one a while back. We kinda got a villain league in the After Life Tenkachi Budokai arc with Cell, Freeza, King Cold and the Ginyu force working as one group to get rid of Goku. My own Legion of Doom DB team would be like this:

Dr. Gero
Commander Red
Broli
Coola
Tambourine (Since Piccolo Daimao can't be used. This would be the closest thing I can use for now)

Captain Ginyu

...so are we just assuming they're all equally as powerful as each other? Because otherwise the strongest of them would simply get annoyed and kill all the others. None of them have personalities that play well with each other. And Pure Boo? Why not use Super Boo? At least the latter can talk and make plans, the former is just a berserk animal who would attack everyone else in the group on sight. Then again, if Super Boo was here, he'd probably just absorb all the other villains in their sleep or something.

The closest we ever got to that was during "The Plan to Eradicate the Saiyans" up until we discovered they were just Fake copies or "Ghosts" of the originals.
