I don't see why not. He's one of the best villains in the entire series.

First of all, a quick reminder that back in the 90s (at Z's pinnacle) there was a LOT of promotional art that was very much along these lines:

Take note of who's featured there along with Cell and Freeza.

Secondly, even as recently as the new Broli movie, there's a quick flashing montage of past series moments at one point, highlighting major antagonists of previous arcs.

They go:

But there are tons and tons of countless other instances where when the series flashes back to its major villains, Daimao is very much included right up front.

Put simply: Daimao has ALWAYS been counted for a very, very, very long time as among Dragon Ball's major, noteworthy antagonists. Oftentimes, so has Tao Pai Pai and Tenshinhan as well.

I'm in the generation of fans that started with Toonami, so I totally empathize with the feeling of having "missed the party", experiencing disappointment, and wanting to experience it myself. But I can't, that's how life is. Time is a bitch. The party is over. Kageyama, Kikuchi, and Maeda are off the sauce now; Yanami almost OD'd; Yamamoto got arrested; Toriyama's not going to light trash cans on fire and hang from the chandelier anymore. We can't get the band back together, and even if we could, everyone's either old, in poor health, or calmed way the fuck down. Best we're going to get, and are getting, is a party that's almost entirely devoid of the magic that made the original one so awesome that we even want more.

I think Piccolo Daimou is only ignored as a major villain by fans who have the mentality that Dragon Ball doesn’t REALLY start until Z

Many, many video games only cover Raditz to Buu (as the podcast crew constantly notes), among other bits of franchise media (like the recut and reairing of the series that was Kai), so the mental perception of only starting there is not limited to the fandom. That may contribute to why Piccolo Daimao isn't often counted as one of the "big four" so to speak.

He's probably referring to the Bardock special. Zarbon was the one who first recommended destroying Planet Vegeta because the saiyans were rapidly growing in strength.
It was actually Beerus disguised as Zarbon #StayWoke

Like with Freeza, where he starts off over 10 times stronger than all his henchmen except Ginyu (because...well, just because), then we find out he can transform and get even more powerful, and then he reveals he can transform two more times, before finally coming out with the fact that he hasn't even been using anywhere near 50% of his power. Oh, and he can survive in the vacuum of space. All this stuff is just presented as the way Freeza is, without even an attempt at rationalizing it, yet the tone dictates we're supposed to take all this silly grasping at straws as thrilling danger. So I guess I don't really take the power inflation in the Boo arc seriously, but I don't take the power inflation in earlier arcs seriously either, so there's no net loss of seriousness. I think a silly story presented as serious is harder to accept than a silly story presented as silly.

Including in one of Shueisha’s Dragon Ball guidebooks:

No, because then the hack frauds at Shueshia and Toei would exhume his corpse for the latest shameless story arc.
"I like the money it brings in, but Dragon Ball Heroes is the worst. That's actually the real reason I decided to start working on new material. I was afraid Bandai would make something irredeemably stupid like Super Saiyan 4 Broly." - Akira Toriyama, made up interview, 2013.

Of course. He is the first main villain since RR were an army, and General Red acted like an extra even he was the leader. In addition, Piccolo killed Krillin and Chaoz so is the first guy who killed Goku’s friends

The King Piccolo arc may be the best arc in the entire franchise.

King Piccolo's design is also amazing. Always been annoyed Piccolo didn't get his dads awesome shoulders
