I don't know any Japanese but would appreciate translations because to me this is interesting stuff. I always like to see in what way Toyotaro interprets these characters and consider his views as expanded "canon".

These are nothing but jokes about the number of typhoons. In Japan, it's more common to call typhoons by numbers than specific names, so every year, some of them are always called the same as the artificial humans in DB, like 17号 (Jûnana gô) and 18号 (Jûhachi gô).
