It was, that was the whole schtick with him and 20! It's the reason why they wear hats at first!
Nah, #20 was the only one with a brain underneath. 19 has a glass dome covering some kind of processing unit, but not a human brain.

There's no "not really a cyborg" here. A robot with an organic brain that came from a living being is a cyborg, no questions.
I don't think this is quite true. A cyborg is supposed to be a human being with mechanical or computerized parts added to them. Not a robot with organic parts added.
But even if one were to go broad and include #20 as a cyborg, the point is that 19 and 20 are nothing like 17 and 18.

Looking at it again 19 did not have a brain under the glass dome. Still that definitely looks like blood pouring out of his wrist. Which I guess looked more ambiguous in black and white manga.
Anyways Hachan, 17, 18, and 20 were all confirmed to have been once human. And 17’s surprise at 16 being fully mechanical at least suggest all of the previous models had human parts.

You're right, yeah. Still, the fact that Vegeta even uses the blood/oil joke in the first place says a lot.

I thought it was worth noting that the title page to chapter 367 gives a little background information on Dr. Gero's Androids:
Note that despite the three being labeled as "cyborg" in the Viz translation, what the original Japanese text actually says is "human plus machine" for #20 and "human-based" for #17/18.
Additionally,
Daizenshū 4 lists #16, 19, and 20 as "mechanical type" Jinzoningen, while #8, 17, and 18 are listed as "biotechnological type":
