Dr. Briefs is too absent-minded to give a damn about anything. The fact that he allowed Bulma to wander out into the wilderness alone already indicates that he's not a good parent. He's established to be a bit of a perv as well, giving Bulma porno mags and whatnot, so Roshi's antics probably wouldn't phase him even if he did find out.

I always wondered if Roshi legally owned the land his island is on, or just randomly built a house there on his own. Did he officially purchase the land from whatever province its located in? Does he pay rent/mortgage for the house? In real life you can't just claim an island, let's say off the bahamas, as your own. The government of whatever country it's nearest on would be knocking on your door eventually.

I would imagine his house is bought and paid for. His island is so small its likely that no government has claimed it, and even if they did, they likely have not noticed anyone living on it or cared. I know he does live relatively close to bigger land masses (via Goku and Kururin's training)
