Didn't Roshi's behaviour stop when she hooked up with Vegeta? that seemed to work better than a lawsuit.

Dr. Briefs is too absent-minded to give a damn about anything. The fact that he allowed Bulma to wander out into the wilderness alone already indicates that he's not a good parent. He's established to be a bit of a perv as well, giving Bulma porno mags and whatnot, so Roshi's antics probably wouldn't phase him even if he did find out.

I would imagine his house is bought and paid for. His island is so small its likely that no government has claimed it, and even if they did, they likely have not noticed anyone living on it or cared. I know he does live relatively close to bigger land masses (via Goku and Kururin's training)
