Yeah….in a story where the winner still wishes to restore all the universes back instead of his own selfish desires. Sooooooo cynical.
The manga also suggests that #17 only made the wish to spite the Zen-Ohs, so there’s that…

there’s nothing in it to suggest that the Zen-Ohs put together the tournament as a test. It was purely for their own amusement.
In the anime wasn't the idea of a tourney mostly from Zen-oh finding out about the U6/U7 fights and deciding to throw a much bigger one for funs, then put everything at stake?
Could there have already been some discussion regarding the lesser universes and the tourney just became their solution?
