Serialized Storytelling in Japan

Stories in Japan were way more serialized than they typically were in the US. Structure was dictated by technological limitations and issues like apparently even ardent watchers of TV shows typically only watched about 1/3 of the season live. Those are things that lead to 22-episode seasons of mostly one offs. It's only in the last 20 years that things got way more serialized in the US. Hell, X-Men the animated series was kinda groundbreaking. My question to anyone who knows a lot about Japanese culture, is there a reason why DB in both comic and anime form were as heavily serialized as they were?
