Why do people think she is so weak? Because she's 4? That doesn't mean anything in Dragon Ball. She's the daughter of Ultimate Gohan, and how can anyone forget the generation rule? Nothing points to her being weak. I think she would god stomp 100% Freeza.

Goku tells Bluma that Pan probably won't win the Budokai, at which they'd probably use no Super Saiyan rule yet again. BOG tells us that the base Saiyans still haven't surpassed Freeza, and Goten & Trunks didn't really continue training either.
So IMO, she's still weaker than the base forms of pretty much everyone but the normal humans for the manga.

I doubt she is strong enough to beat Freeza if Base Goku is mention to be weaker then Freeza. She may be the daughter of Gohan and Videl, but she is only 4. I doubt she became around SSj level so fast.

I have her rivaling Semi-Perfect Cell. I don't buy Bill's "statement" that Base Goku < Freeza. BoG contradicts the manga multiple times, and I think Goku was suppressed. The gains/gaps in the Android/Cell arc are huge

most (if not all) contradictions in the manga can easily be explained. Not really, 'Beerus' is known as 'Bills' by a lot of people, and people will recognize the name Bills when seeing it.
