Several blind guesses:

1) Whis and/or Whis' race.

2) Primordial dragons, who Shenlong and Porunga are echoes of, or reincarnations, or something

3) The "World Tree" that grows Kaios and Kaioshins is actually sentient, the first living thing, and creator of everything else

4) Going off of that, since we already know the Kaios and Kaioshins are the "Gods of Creation" and grow from the World Tree, the simplest and most boring answer is that the original Kaios/Kaioshins to grow created everything besides themselves and the tree. This still leaves unanswered where the World Tree ultimately came from, but you're pretty much always stuck with some question like that in any creation myth.

Akira Torimaya himself exist in Dragon Ball and was said to having a higher rank than the Kaioshins,so its possible that he is the one who created since he really is the one who created it.He is like Stan Lee,a guy who also exist to the world of fiction he created himself,i wonder if Akira Toriyama will have a cameo like Stan Lee in Super in the future

I won't be surprised if DB Super is successful and go past the universe 6 arc the next idea is to introduce higher level deities like the Gods/rulers of the multiverse or so.

You mean as in just from another universe or more?
Also even though the Beyonder has been retconned multiple times and is made weaker each time (except for the last time) he is (iirc) always absurdly powerful (except for the times he has removed his powers) so I don't see Buuhan being near him. And no way is Buuhan close to pre-retcon, from what has been shown, nobody in DB even comes close.
