In filler material most likely yes,as collateral damage between No. 18 and Vegeta's fight. I believe No. 17 also killed some motorcycle gang members by running them into walls with his van.

Kai dub (uncut) has a guy yell "My truck!" after Vegeta blew the truck up.

Vegeta fired the blast. 18 just jumped out of the way.

But even including filler, Lapis and Lazuli only killed Gero. No one else.

Yep. The only people who died (besides Gero) during the Androids conflict were killed by 13, 14, 15, 19, 20, or Cell. Other than Gero, 17 and 18's hands are clean.

Vegeta does kill the truck guy in the manga, they don't fight on the highway though.

Yes. But they live. The last panel of that scene shows they're alive.

They died cause tons of collateral damage in the form of destruction of property and severe injury, but I don't think anybody actually died.

I ascribe to the belief 19 and 20 DID appear in the future timeline, but anyone who would've been there to remember them is dead. Either Vegeta or Piccolo destroyed 19, so 20 runs away with his tail between his legs and activates 17 and 18. The two then kill 20.

Gero apparently put 16 out of sight in that timeline. With Gero killed before he can make plans to assign the second project of creating 13/14/15, 17 and 18 are left as the only RR Androids in operation. 9 is probably hidden away somewhere, and Cell is still an embryo. So with no Goku and thus Gero focused more on their ruthlessness and less on power, the Future Androids are way more evil yet also weaker than their present counterparts. There's also more people to kill. The Z-Fighters don't get a heads-up, so 17/18 slaughter them all.

#18's lack of redirection permitted a bystander to be killed. She also threatened to kill Mr Satan if he didn't comply with her demands. No actual blood may be on their hands, but it seems clear that they hold no reservations about it. Imagine what would have become of Piccolo once he had exhausted himself to the brink of collapse during his fight with #17.
