How did Dr. Mu have a Dragon Ball in his head?

How did Dr. Mu have a Dragon Ball in his head?

Logically, it could only have gotten in there pretty recently, but the viewer only discovers it’s in there when Baby crushes his head and reveals that he programmed Dr. Mu. The implication is Baby put the Dragon Ball in his head along time ago. Any official word on this?
