The amount of ki in Goku is 10. His physical strength is much higher than a human.

The only way to treat the official battle powers consistently is through a rubberband effect so that the weakest characters can catch up without having much screen time. That's the only way to make the biggest numbers seem human based on daily feats. So, for example, when Goku begins with 10, everyone else up to that point is below him, or higher in Gohan, Roshi and maybe Guymao's case, but closer to each other. We saw the farmer in Dragon Ball Z with a battle power of 5, but is he a high ranking officer or some authority to deserve more power? He's physically strong due to his work, but it's not like leaders can't get training (military, for example) without being martial artists. That farmer is the example of going back to the first route in Pokemon to catch the low level monsters who are also not evolved. Dragon Ball behaves like a RPG after all.
