Rampant racism towards Saiyans due to a fear of Frieza?

Do you guys think that the rampant racism in The Planet Trade Organization towards Saiyans was due to everyone being self aware of Frieza's hatred towards them and basically going along with his racism as a means to stay on his good side? To explain it a littler differently, a lot of people at work, kiss up to their boss because they want a promotion, as well as, to not get fired. Being a soldier in Frieza's army, you basically try to stay on Frieza's good side by being obedient, not disagreeing with him and showing you are sub-servant. Thus, the rampant racism towards saiyans that we saw throughout the series by other alien races could have been just them wanting to stay in good graces with frieza and not end up getting killed if he saw any form of niceness/civility towards the saiyan.
