I don’t think those are fair comparisons.

1) Saganbo - Goku was just testing Ultra Instinct Sign. After that little skirmish, he concluded Super Saiyan Blue would be enough.

2) Moro - In his previous form, he easily blocked Super Saiyan Blue, while Ultra Instinct Sign was more or less even until Moro powered-up. In his current form, Super Saiyan Blue only took off his arm because Gohan immobilized him and Goku really pushed limits while firing that kamehameha.

Ultra instincts Omen is Above SSJB2 Vegeta which is above SSJB Goku.
SSJB2 to SSJB is implied to be a good 20% improvement, and UIO could very be another 10% over that.

A huge difference when it comes to fight, but a SSJB that burns all it's stamina can also achieve those kinds of strength. It's just that it will only achieve it for a single attack and that he will be left without energy to fight after the fact.

You're right, Vegeta increased the strength of all his forms thanks to the spirit training and considering that in the ToP the difference wasn't all that big to begin with, yeah, SSJBE (or SSJB2 as I call it XD) should be above it.
