Vegeta Using SSJ4
I believe that Vegeta could access the SSJ4 form at will if he trained and Xeno Vegeta has shown that ability as I recall.

DBS Vegeta simply trained and learned a transformation that was three whole levels up from his prior strongest form so GT Vegeta doesn't have that much to work towards in activating a form that he already knows about and has experienced once before.

Training had nothing to do with it, he needs his tail pulled out.
