Did Toriyama forgot about the moon?

Did Toriyama forgot about the moon?

This is an old doubt of mine, how come Piccolo destroyed the moon when he was training Gohan if Kame had already done it when Goku transformed in the 21st Tenkaichi Budokai? Seens like Toriyama simply forgot :lol: , did he ever mentioned in any interview?

Kami-Sama restored the Moon in between these two events; Goku mentions at the 23rd Budokai that this is why Kami-Sama removed his tail for good.
