The movie went through a logical pattern in Broly's PL. His base was stronger than SSJ Vegeta's power. His next form which encompassed combining his Oozaru form into his base without transforming gave him a 10x boost which put him over SSG. He then went SSJ and was able to dominate both SSB Goku and Vegeta and tied with SSJ Gogeta. He then transformed into what was called FPSSJ which is same title as the transformation used by Goku.
We see a logical pattern in his transformation.
Base---> Oozaru form--> SSJ---> FPSSJ.
This leads one to wonder how strong would Broly have been if he gets SSG in the next movie.

It could also be what Toriyama said about SS forms, that SS2 and SS3 are all branches of the same SS form.
Meaning Broly could've been using what could be his SS2 or SS3 in his regular SS form. Like Vegeta or Trunks who have mastered their SS2 form to the point they can rival or surpass Goku's SS3 form. I think it's more along the lines of that rather than the mastery seen at the Cell Games, for Broly it was just a power boost with physical changes, not really what we saw vs Cell.
