An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.

Nothing new at all. No new gameplay. No information that we don't already know. Just 10 minutes of fluff.
All that could be really gathered from that presentation is that the concepts and basic ideas of what would be included in the final product of Xenoverse 2 had already been decided and determined before Super debuted. So Super characters are mostly likely going to be DLC if they are going to feature in the game in the future.
