Yeeeeeeeeah DBO's Time Machine Quest 3 would like to say otherwise. Attacks a team of 5 Time Patrollers who could most likely have Kaio-Ken and such at that time. The result? Does some backflips before dusting himself off and leaving. Of course come TMQ4...

Not really, in japan it's probably still around sunday evening/Monday Morning. So, it's not next week for them.

I read somewhere thats for make up.

The top one is 瞳の色, or pupil/eye color. The second one isn't as straightforward to me since I don't speak Japanese, but it does seem to be make-up. The Japanese text is メイクの色, which is "meiku no iro". A quick Google search of "メイク" brings up a lot of make-up results.
