Golden Freeza or Zamasu are the best answers, in my opinion. Preemptive knowledge of Hit's chrono abilities and a lack of improvement on his part might be enough leeway to give Goku or Vegeta the win against him. Everyone above these characters is untenable at the moment.

I don't think Future Zamasu can be beaten by ANYONE in a straight fight. Same with Garlic Jr.. If you're trying to beat an immortal in a straight fight, where the immortal doesn't do something stupid like trapping himself, and you can't imprison or incapacitate him, you WILL lose. A fight between someone like Mecha-Frieza and Garlic Jr. with the Makyo Star will, in all likelihood, go on forever, or until one fighter gets bored and leaves. Simple as that.

So I don't think SSB Goku on his own can beat Future Zamasu in a regular fight. Something has to happen to give Goku an advantage, or the fight could go on forever. Same with Garlic Jr..

Probably the Super 1-Star Evil Dragon, Golden Freeza and Hit (from Super manga). Hit in the anime can only be beaten by a SSB+kaioken combo. Zamasu (in general) has defeated SSB once and it doesn't look like SSB will be enough in the second battle.
