So with recent revelations from Super apparently only about 28 planets currently have life on them after the destruction of Sadala, Namek and Vegeta "and such".

I think we've probably visited that many planets in the entirety of Dragon Ball (from memory we didn't get introduced to any other planets in the original series) and Z. Lets try and list them. I'm looking at Super as a continuation of the anime so any planet outside of filler that have appeared in any series in the anime outside of GT count here. Also I'd assume lone planets like North Kais and Beerus' planet don't count. I'll try and start us off:

1. Earth
2. New Namek
3. Yardrat
4. Kanassa
5. Planet Whis visits to get meat for aliens.
6. Planet Beerus taps in half.
7. Planet Vegeta and Nappa were on when they got Raditz announcement.
8. Planet Vegeta and Nappa blew up.
9. Planet Meat

There are a few more planets from the movies, like whatever Tapion's home planet was in Movie 13.

So basically, except for 9 planets, the only living planets with mortals are the ones that were once part of Freeza's army, or the Galactic Patrol?

Man, Shin has been slacking. What the hell has he been doing those eons since he killed Bibidi? C'mon man.

Pui Pui also mentions his planet Zoon which gets a few details as well so theres another.

There is Planet Snak. The lion-esque alien animal people that think Mr. Satan defeated Beerus are from here. King Nikochan from Dr. Slump is the ruler of Planet Nikochan. Suppaman is from Planet Ukaka-Ume Boshi/Okakaumeboshi. The planet Tarble was sent to may or may not exist. Also almost every time Beerus and Whis eat something they mention another race or planet but I don't feel like checking for that.

If we're including in-between arcs like Potaufeu and Arlia, it's only fair to include GT is well. I can't think of any reason not to unless Super actually identifies all of the planets down the line. There are at most 7 planets in GT that naturally have mortals living on (coincidentally enough). There's also Tapion's Planet, the planet that the slave workers of "New Vegeta" from the first Broly Movie came from. Now we're up to a maximum of almost 10 more just from GT and the movies.

That's right, it was mentioned.

We can also make assumptions about hypothetical planets. For example, Freeza's race has to have its origins somewhere, as do the various types of aliens from the Namek Era, including movies. I'm sure Bojack has a Home Planet, too. There are the two planets referenced in Z Episode 40, the ones that the kids came from and the ones they were headed to.

Was the Makyo Star an actual planet, or was it a comet? I haven't watched that nonsense in forever, but someone ought to check it out.

What about the ginyu forces and the rest of the Freezas army home planets? There was quite a variety among them and I don't imagine that they all come from the same planet. Could we count each different looking species as having a planet of their own?

They could be different races from the same planet. For example, DB Xenoverse gives enough variety that you won't even recognize the character's race.

I think what they meant that their aren't that many habitual planets. Think about it. Buu and Beerus have probably destroyed hundreds of thousands of habitual planets. Buu for fun and Beerus cause they either pissed him off or he hated their food. Now take in the fact that we have an inexperienced and untrained kaioshin who doesn't really seem to care about his job and only obsession was to make sure buu didn't wake up.

Then the saiyans and Frieza come in. Frieza destroys hundreds of planets because they pissed him off or Beerus asked him too. Now the saiyans who also destroyed hundreds if not thousands just to make Frieza happy. Take this all in and kaioshin who sucks at his job. We only have 20 something to 30 sentient planets left.

Ginyu specifically says they are mutants.

Also wasn't planet potaeuf uninhabited apart from that old guy?

The Super manga also has Frieza Planet 17 where the Frieza Force headquarters are based, and The Galactic King appears in Super which implies Planet Octo is canon. How many planets are shown in Jaco the Galactic Patrolman?

Here are all 28 planets showing in Sorbet’s simulation in episode 19 – surprising consistency for Dragonball Super! Notice also that the planets in red-orange (19-20 planets) are presumably those that are said would fall under their control once Freeza leads the force again (said they will gain control of about 70% of the universe and 19-20 planets out of 28 is 67.8-71.4%)
