But his ability is bugged like in Final Fantasy Mystic Quest, where when he uses heal on his opponents it kills them instead.

We don't know. He latched himself onto Prum to restrain him while exclaiming how he would finally show why he's called "doctor". If I had to guess, his ability likely had something to do with biology or science. Off the top of my head, the only other doctor type fighter in the show was Gero, and he was more of a scientist than a physician. Maybe the scalpel idea wasn't too far off from the truth; a combination of that with some biological agents like what Lavender used might have been what Rota specialised in.

Considering the proverbial statement is, "doctor heal thyself," indicating he can't or doesn't, it's suspect. Although it could be they actually let him to be ironic. That or he just heals others. Or he's a doctor in some sort of study... Maybe he's a doctor in saiyan and namek culture?!
Stil have no idea why they didn't just use him and let him use his abilities in combat... It's kind of stupid to introduce him and not do that much. They do that way too much atm. It's kind of annoying as it's a massive waste for something that shouldn't be that hard.

They should take old songs like this and use them for inspiration for episodes and powers on some level(Although I'm sure they do to some extent.) Could be interesting and make good pacing for a martial arts show. They could have actually highlighted that instead of just it getting stood on... Or did I miss something obvious.

Edit: Maybe the tournament will suddenly empty too quick and they will let everyone back in for a final finale with more intense fighting.

I'm not gonna lie, I cracked up when I saw Dr. Rota get sniped I thought he might be dead. I truly do wonder what his ability is. Maybe he was about to self destruct on Prum. And then somehow he can regenerate himself back to life

Maybe we all missed the obvious and his ability is to magically get hit by any and all abilities in the area while trying to state his ability! It's not uncommon in games to have a draw all fire ability..

Is there anything that would help deduce any powers he might have.
1. He's a red warthog with a brown Mohawk(Mohawk's are normal for a warthog though. Or is that not a normal warthog hairdo?)
2. He has a black cloak with a white string around it. It looks like a white or black mages possibly.(Or is that based on something Asian like a specific martial arts garmet?)
3. He has yellow glasses that look like they are from the 60's. (interestingly they actually drew his glasses with strings all the way around his ears instead of just normal glass frames. don't know if that matters. BTW, I'm not sure if they drew his glasses the same way in every scene. It looks like they did for the most part though.)
4. He has plane green pants with brown shoes..
5. In one scene he has white hair.
6. He has a blue mouth and/or tongue as far as I can tell.
7. He possibly has a thing for giving his enemies hugs.(not sure about lolipops though. I suspect those would normally be given after he's done.)
8. He has 5 fingers on each hand, although that might not matter in the anime, and oddly normal looking feet or shoes.. You might almost suspect he should have hooves.
9. When hit hard enough he gets red veins in his eyes. So we know he likely has red blood.

I'm assuming the way he dies is a reference to something or another, but I have no idea of any specifics. What makes him what he is? Is this a joke about a specific character in another anime or some trope type thing about a character? Or is there more too it?
Is it possible his power is to analyse a characters abilities somehow? Maybe he has to hug them and give them a physical... Or is he there just to annoy people with his doctor like mentality?

In this clip, after Dr. rota was hit it is shown a hole was formed in the ground. Was this deflection of the sniper bullet thing? If so did this happen with any other attack with the sniper thing?! Maybe his ability is deflection in some way... That could explain how he survived. He deflected and acted like he was dead(Actually I think it nearly killed him and injured him by looking at his red veiny eyes afterwords). I'm assuming it's like that final fantasy spell that gives you x rounds to deflect all magic attacks(The spell is called, "Reflect."). Maybe he could deflect attacks for the group or those he's around on top of himself if this is true. Actually, watching it more closely I think the sniper bullet almost overpowered any such deflection,which could explain why he's made it this far, and Vegeta's blast simply overpowered it completely. But he could still have analysis abilities. Maybe he's like a Tien with more focused skills sets.
Edit: I've rewatched the entire episode and haven't seen anyone else do this. Lots of rocks are shot but no mysterous holes in the ground after a person is hit directly. Was Dr. rota near any other of his team mates when they mysteriously had any attacked miss or be deflected in an odd way? I'm uncertain which episodes he was in thus far. There might be subtle hints as to his powers. I would imagine healing is one as he healed from the hit potentially. The original rules in english are only, "No weapons that are not techniques, and no healing items!" I'm assuming this means no use of healing items as Krillin may have had someone him the entire time if he had some to heal roshi. Or he got them back after he returned to his seat after being defeated.

I didn't think about using him with Hit. That potentially makes sense. Maybe later when Hit is potentially paired with someone this will be brought out when or if he can't figure out an unusual enemies weak point for using his techniques.Champa might’ve seen Dr. Rota’s potential when he’ll be paired with Hit. Hit is an assassin, but it is impossible that Hit will know every creature’s body and their weak spots. Unluckily for Dr. Rota, Hit likes to work alone. It was also seen that Gohan was hurt after he fought with Dr. Rota. (It was not shown, but it was implied). The fight was not shown to make things more interesting. But…yeah. Whatever.

A little of topic, but it made me think. Are U6 and U7 working together. And if so maybe they are very consciously trying to force a tie for some reason to extend the tournament and buy everyone more time to get zeno to change his mind. He seems to be doing this out of boredom as a child. So maybe goku and them think they can entertain them enough to undo or stop the destruction in an official way and convince zeno it's not needed. Did the Dr. Rota elimination even the numbers? They seem to be tied consistently. Maybe this is very much on purpose. Or on the extreme end maybe rota positioned himself on purpose to get eliminated... It's odd the two universes with the most are the most connected from the viewers standpoint and we know to some extent are helping each other and it is being hinted constantly they are doing this. Maybe they are making a team effort believable and even taking out themselves in order to keep up the appearance. And possibly in a way leaving themselves open with the best team mates left to finish. Roshi was observing attacks to collect enemy abilities. Maybe they already finished doing this and he left after not being needed anymore for his tasks. I for some reason won't be shocked if in the end this all turns out to be highly coordinated and planned off screen per say or in an unspoken way between most of the fighters.
