Weren't those shows much closer release-date-wise to Dragonball? Like, running during the same time Z was still on TV in Japan?

I think they were going for an "old guy raising the next generation" thing with Splinter and the turtles, and the four series used are (well, were until Naruto and Bleach both ended) running at the same time.

Thousand-Year War was actually doing pretty good unlike the Lost Shinigami Arc.

Maybe some liked it but not enough as the sales were getting worse every year until Jump outright killed the entire franchise. Maybe it had nothing to do with its quality but people just being tired of it after going through years worth of Izen.
