UI is more than just another transformation that Saiyans can achieve, it is the pinnacle of martial might & skill that is referred to "the state of the Gods(equal to the Hakaishin apparently)" and is the fighting style of the Angels. Unless Whis or Daishinkan have something better that they're not informing Goku about then there's no greater powerup to be obtained. Super Saiyan was a legendery form that was which could only be achieved by one saiyan every few generations, it has vertually god like statues for the saiyans and is the pinnacle of power Saiyan's strive for. "Pinnacle of martial might & skill" could be used for vertually ever new form and powerup Goku has gotten over the years and he surpassed it time & again, often to the detriment of the series. I would very much like the buck to stop at UI, especially since they seem to be going down the root that Goku can currently only use it in a highly intense battle. But the series has time and again pushed further and created new forms and power ups it didn't need. Why would it stop now? You've even just stated a likely candidate for further learning in the Daishinkan and there is always the very real possibility of even stronger beings if the series decided to expand on it's alternate timeline or multiverse ideas. Hell we have just found out that U7 has a two beings of incredible power that everyone seemed to be totally unaware of, Broly and Molo the Planet Eater.
There is no ceiling in Dragon Ball, even when it really needs one.

Pretty sure people said the same thing with Super Saiyan back in the day, and Super Saiyan God. "How do you go beyond Super Saiyan? It's the legendary form." "How do you go beyond Super Saiyan God. It's a God form!" Pretty sure people thought that before later, we got our answer. So we probably will get that answer eventually.
