Pirate VHS copy of Fusion Reborn or legit?

Saw this on an eBay auction and while it looks like a bootleg copy, I'd like if someone could confirm.


Was this one of those prehistoric DBZ tapes with English 'spicy' subs and where the fansubbers were at 'war'? :lol:

From what I can see the cover does match the Japanese VHS release. Assuming this is the Japanese VHS, I have my doubts as to why the tape itself would have the title written in English. The sticker also looks fairy basic/cheap without the company logo which isn't usual for Toei VHS releases:
