I tend to like the Japanese titles more because it seems to me that more thought was put into making them. The dub titles seemed to have been made at the last minute.
The series doesn't start with the arrival of Raditz. Stop being lazy and watch Dragonball.

I just noticed that over half of the Japanese episode titles in the Piccolo Daimaō Saga have two exclamation marks at the end, I guess they were pretty important titles, or maybe the writers were just excited to be able to keep thinking up new titles after over 100 episodes. :)

I often mimic Japanese tittles for anything, just so fun and sometimes so hot-blooded, it's awesome. I think most, if not all, anime series do it, such as "God or Devil?! The mightiest man who appeared in hell" from Fist of the North Star, along with double exclamation points for sentences that are clearly questions.

I actually found a title that's (almost) the same in the English dub. "The Dragon Balls Are Stolen!!" was changed to "The Dragon Balls Are Stolen!". FUNimation must not have though Pilaf steeling the Dragon Balls was very important because they removed an explanation mark.

Personally, I don't like either style of title. The vague or the mini-summery both seem lazy to me. I like a title that is more an intriguing statement about the episode, but doesn't quite make sense until you've seen the episode. But since the Japanese titles have always been a lot more fun to make fun of, I like them more.

If Roshi had his own show and the titles were done in the Japanese naming style, and one in the English style. I could imagine these as an episode titled:

Japanese: Kuririn is giving out dirty magazines?! The pervert Muten Roshi accepts them!!

English: The Pervert Roshi

I personally like the Japanese titles better, they don't seem as lazily made as the English titles.

Really? Because the Japanese titles just seem to say what the episode is about. The English titles are what seems need more thought. They probably try to find a short/sweet titles that pertains to the content of the episode, yet doesn't spoil too much.

James fails Biology!!! His only option is Summer school.
Yamcha: Do you remember the spell to release him - do you know all the words?
Bulma: Of course! I'm not gonna pull a Frieza and screw it up!
Master Roshi: Bulma, I think Frieza failed because he wore too many clothes!
