Is Toninjinka (Monster Carrot) a gag character?

Is Toninjinka (Monster Carrot) a gag character?

Toninjinka is one of the earliest antagonists that Goku has had to deal with. In the first arc of Dragon Ball, Toriyama seemed to have been writing the series as if it were a gag series (see: Goku vs Toninjinka and Goku vs Yamcha). He has the bizarre ability to turn anyone he touches into a carrot. He was defeated via a gag feat when Goku extends the Power Pole all the way to the moon and drops him off there. It's also stated by Toriyama that he even survived Master Roshi blowing up the moon. This is further shown in the DBS manga extra content that Toyotaro adds where Merus is flying through space and passes by the Rabbit Gang.

Is he a gag character? Is there any ceiling to his magic carrot touch ability? If he were to return in modern DB for like a bonus episode/chapter would his gag nature keep him on par with the strongest characters?

On that note, I think it would be funny if we got some bonus content that showed Toninjinka returning and beating everyone until either Goku out-gags him or Beerus beats him up.

Original dragon ball used to have magical mystical stuff and then since dragon ball Z everything became SCI FI Motherf **** !!!

As per your questions, it is possible that a reboot would not consider him as to have a full saga, I believe, but on the other hand we know that we, the old fans won't let him go. Don't forget that all of that is very much related to Bulma in a bunny suit, which due to playboy is a very gray area in a "children cartoon", so perhaps the real question should be if TOEI is willing to reboot sexy and unappropiate for the curent times Bulma.
