Now that Piccolo is a real contender again, why do you think he chose to skip on the 28th Tenkaichi Budokai?

In Universe? He's there for Pan. He is her sensei, after all. As for himself, the Strongest Under the Heavens Tournament is small fry bull by this point. Fought in two multiverse tournaments as far as we know. (I think if 2uper ever happens, there will be a third tournament for sure)

Pretty much. Bluma looks younger in SH and it takes place one year before the end of DBZ. I view the original DB manga, DB Movies 1-16, Super, GT, Heroes, etc in their own continuity. Similar how Godzilla and Halloween does with their films.

It fully depends on if we will ever see the events surrounding the 28 Budokai again in a new context or if Super will definetly end before it:

If Super goes beyond the DB ending, then Piccolo could have been saving his real powers for a suprise later, and at that point Goku and Vegeta were not aware of Gohan and Piccolo's boosts yet, saved for a big moment later.

If Super ends before the DB ending takes place, i feel this won't be left dangling and it will be because Goku and Vegeta would have far surpassed Piccolo again in what remains of DBS.

Also, when taking only the original series into account, it should be noted that since Goten and Trunks were implied to not do much training during the ending's timeframe, they're likely not stronger than their kid selves, which were inferior to Piccolo individually as it was clearly shown during the Buu Arc, considering Piccolo always trains, even without Super's context, it would be logical for Piccolo to at least maintain his level in those 10 years, so he would be above Trunks and Goten individually during the ending in it's original context as well, when he decided to not participate due to the power gap he was specifically referring to the gap between him and Goku.

So in reality, we don't need Goten and Trunks to somehow surpass Orange Piccolo for the second option to make sense, he was already stronger than Goten and Trunks, the only factor that is needed for him to not participate and stay consistent with the original ending is Goku being stronger than Piccolo by a large margin.

Which points towards Goku gaining far more power than what he currently has, maybe him reaching Angel levels isn't that crazy when you think about how big the difference between him and Orange Piccolo must be for Piccolo to just go "nah".
