Also, then there won't be such an exaggerated power creep between Z and Super.
Let's say that Hit is just 5-10 times stronger than Kid Buu, and not some hundreds if not thousands of times stronger.

What's important nonetheless is to keep Gohan in fighting shape and not recycle the "rusty" trope over (Battle of Gods and Resurrection 'F') and over (Tournament of Power) and over (Super Hero) again. I'd be perfectly fine with him growing stronger than he was in Z from the start.

I was tempted to say the same as some others - use God instead of Blue and nothing changes. The reveal in RoF is that they can tap into it willingly now.

I think it's more interesting from the perspective of a longer series of it's left as a distant goal for longer though - not showing up again until the ToP in place of Ultra Instinct. Up until then, the characters are still progressing by learning to use some of the power but not yet the full blown transformation.

This is the motivation for all the training with Whis, they've seen a glimpse of this power and Goku didn't like the cheap way it was achieved, but Whis says it's possible to reach it for real.

In the battle against Hit, Goku could bust out a Super Kaioken that's become possible because they've done work on controlling their energy by going back to basics with Whis, or demonstrate a partial SSG in the same way we saw a partial Ultra Instinct.

This way, it's not nearly as insane that Gohan, Freeza, and 17 can keep up, or that Beerus is always ahead until the end.

Oh, and Rosè... Well the thing that makes Black such a threat is that he *can* access the God form once he figures it out, due to being an actual god already.

The way I see it Super Saiyan God would be the ONLY form used till UI arrives.

For me personally in the anime SsjB is completely unnecessary and adds nothing.
Manga tries to give it some weight but it's not enough.

So...
BoG would be an introduction of SSJG and first usage of it, just like in the movie. Goku would be in awe of such power but at the same time a bit resentfull he didn't achieve it on his own.

RoF would be a lesson of harnessing god ki by himself and using it against Frieza. It would also show us Vegeta learning to unlock it.
For visual sake, the form could look the same but have somewhat different aura.

Universe 6 is the time where Goku and Veggie experiment and learn how to handle it with such things as maybe trying Kaio Ken with it, or trying to prevent some form of "energy drain".

And finally Zamasu arc is the ultimate test in which they manage to master the form and god ki control (which would also work story wise as their opponent also uses SSJG in a form of SSJR.

I feel this kind of story telling would give the form time to shine and tell a well crafted tale of learning it. And only by ToP the form can start becoming obsolete giving us a place for a compelty new fighting style in UI

Here's how I had wrote DBS in such a matter on a different topic:

Barry can't stand that Videl who turned down his dating offer two years ago is carrying Gohan's child and is taken over by Watagash who escaped from Jaco's grasp due to incompetence; Videl is attacked by the possessed Barry while resting in her dad's caravan and after she tries to fight Watagash-Barry, she eventually falls short to his rising power and is taken hostage until she'll accept Barry's demand to be his.
Gohan leads the rescue mission with Mr. Satan and Jaco joining. The film's crew capture the whole thing on film, dubbing the possessed Barry "Beebus".
Satan lands the last punch to Watagash-Barry and have his "winner shot" as the villain crumbles before Gohan.
5. Champa's tournament after he ate Earth's delicacies over Beerus' planet happens. Goku and Vegeta can only go Super Saiyan God by will. Gohan never lost any of his power after the Buu Saga, but can't attend due to the important conference at his university. Majin Buu cheats the test, fights and defeats Botamo but falls asleep mid-battle against Frost and is disqualified.
Frost poisons Goku who is next to fight, then Piccolo, and Vegeta easily takes him out after Jaco's acknowledged that he's cheating. The rest follows as was.
6. Team Universe 7 goes to Universe 6 and visits Planet Sadala and Vegeta is sad that his life led him to be as far as can be fron these peace protecting Saiyans.
Slice of life episodes such as Champa's baseball match as a reason for him and Vados to eat some more of Earth's delicacies; and then Hit vs. Goku, part 2.
Pilaf attempts to take over the world yet fails again, as Toriyama wrote in Dragon Ball Online. I'd use Trunks and Goten.
7. Zamasu Arc without any Future Trunks nor body swapping involved, everything happens in the main timeline.
After Zamasu witness Champa's Tournament on Gowasu's GodTube he is striken with anxiety and loses his mind, he asks Gowasu to take him to meet Goku, while on Earth he learns that Bulma has created a Super Dragon Balls radar, and upon returning to Universe 10 murders Gowasu, thus nullifying Rumushi and Kus and contunues to slaughter Team Universe 10 who were training on Rumushi's planet and then he uses his Kaioshin skills to move back into Universe 7 and steals Bulma's Super Dragon Balls radar which he uses to quickly collect Universes 6 and 7's Super Dragon Balls.
He then simply asks to be much stronger than the mortals who scared him (he phrases it so he'd be much stronger than whomever is stronger between Hit and Goku), he then goes to New Namek and forces the Namekians to gather their Dragon Balls for him to achieve immortality. He slays them and invades the Earth and starts genociding the Earthlings as punishment for mortals accessing God Ki; Bulma, Videl (Mr. Satan watches over Pan), Android 18 and Chiaotzu go on a Dragon Balls hunt on Earth to ask Shenron to strip off Zamasu's immortality as Goku, Vegeta, Majin Buu, Gohan, Piccolo, Gotenks, Tien, Yamcha and Krillin confront him on North City. The Grand Priest appears at the aftermath and shows that he can undo an entire month of history (while Angels can only do 3 minutes at best), thus all of Zamasu's victims in both Universe 10 and Universe 7 and cosmos interferences are undone.
8. Zeno is bored and asks Goku to come over, he convinces Zeno to have the Tournament of Power. The roster of Team Universe 7 is the same as the Z-Fighters against Zamasu, with only Android 18 replacing Yamcha due to Beerus' suggestion that they need her due to her tireless stamina and coordination with her husband. Jiren will be defeated by Super Saiyan God Goku and Majin Buu working together to mark both the reverse of Buu's threat a few years ago and the soaring power potential Buu has.
No Frieza rehashing nor giving Android 17 power inflation.
9. Moro happens with him releasing all the prisoners at once as he breaks free, but since Cranberry doesn't know where New Namek is, he questions the Galactic Prison guards about their intelligence about the Dragon Balls and decides that he and his army of convicts will invade the Earth.
After a 3 months journey of life absorbings across the universe, which was used to power up himself and his subordinates, they land on Earth as Goku and Vegeta are on Beerus' planet and collect and use the Dragon Balls to summon Shenron.
The dou return to Earth to brawl him. The Galactic Patrol land as well.
Moro releases his true power from the Grand Kaioshin's magic seal and doesn't double-cross Cranberry (for him to be Chiaotzu's rival) and his dark magic is much better (like nightmare hallucinations to SSG Vegeta and subdural pressure upon his enemies till they lose both confidence and consciousness) and varying than it was.
Each Z-Fighter is accompanied by a Galactic Patrol platoon as he/she fights Moro's subordinates (Saganbo's gangsters and their lesser lackeys) at different places around the world.
Upon failing to stand up to Majin Buu's abilities that nullify his dark magic, Moro merges with OG-7-3i whom he let copy his peak power level before landing and doesn't resembles Perfect Cell.
Merus *temporarily* sacrifices himself to free/unleash/restore the souls Moro absorbed and fed to his lackeys. Everyone lend Goku their strength and he finishes Moro off.

Dragon Ball Super happens with different forms...that's literally the only thing this change would do. That's why I'm gonna focus on how I would handle Goku and Vegeta's rivalry instead.

Super Saiyan God would no longer be permanent until the Tournament of Power. As Yuji (I think) pointed out, Super Saiyan God is a form just about as strong as it is cheap, something even Goku pointed out. Not only that, but it caused the worst power-creep in the franchise, with Piccolo, 17, Gohan and Frieza all having to make BS power-jumps just to keep up. He'd get to temporarily keep the power within its Base/Super Saiyan form, but uses it all up when he turns back into God to absorb Beerus' blast. His training with Whis would be all about gradually getting its full power back into his lower forms until he can use the transformation properly, this time permanently. And since Super Saiyan God is mentioned to have a cool-headed nature, focuses on predicting/dodging opponent's blows and prioritizes godly techniques over raw power, you could easily include elements of the Ultra Instinct technique into the form when Goku masters it.

This keeps the power-creep from being too absurd while also keeping the regular Super Saiyan forms relevant, with Vegeta finally unlocking Super Saiyan 3 when fighting Golden Frieza. Accepting he won't match Goku by following the same path (after all, that's what he's been doing and he's always one step behind), he decides to come into his own by rejecting godhood and going back to the roots of the Saiyan: Super Saiyan 4. To keep him from just overshadowing Goku as soon as he unlocks it, he could spend a while trying to master the Golden Great Ape form. The regular form is one thing, but pairing it with Super Saiyan (a form that's usually unlocked with rage and puts a varying amount of stress in the Saiyan's body, the whole reason Goku couldn't use Kaioken with it) would probably be asking for trouble even for a Saiyan prince. And even after he unlocks the form, he could transition from Daima's red hair into GT's black hair to signify Vegeta has fully tamed the form, thus can harness its maximum power. Just like with Goku, it won't happen until the Tournament of Power.

And there you go, we got the two rivals following distinct paths of power offering a culmination of their respective character developments throughout the series.

It's very simple. The only significant change would be to change the ending of the battle between Goku and Beerus.

Goku wouldn't absorb the power of the Super Saiyan God, but rather the transformation itself, as we see in the manga adaptation of Dragon Ball Super.

If you also want to exclude Ultra Instinct, that wouldn't be a real problem either. It could work on its own as a technique/state of mind and not necessarily a transformation that causes changes in his appearance.
