I'm in no way saying the below is a fact, just my personal view.
Since it is only named in the games, which aren't even consistent, I like to coin it the Reiki Dama and view it as a variation on the Genki Dama. Like the original, it is very potent against evil beings, but functions a bit differently. Instead of gathering genki from the living, it gathers spirit energy from the dead...which is aplenty in the afterlife.

Just a theory, but I see it as an "evil cleanser" of sorts. Janemba was pure evil apart from the boy used as his host.

It's an afterlife Genki Dama. While Janemba was made of evil. Of course Toei(Not to break In universe) will throw in something opposite. So Gogeta made a Genki Dama of good energy. That or the Goku in him use Goku's pure soul to attack Janemba. Lastly it could be a washer machine for evil using once again pure Good souls from GOku

Why Dragon Ball Consistency in something such as power levels matter!

An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.
