There are times when an anime will get dubbed but never make it to air. Sometimes, things just happen. But in this case... being it's DragonBall, I'd be shocked if it never aired.

He hasn't been voicing Vegeta in 20 years. Maybe Sabat but didn't Drummond stop voicing Vegeta once Z was over. Due to Blue Water dub

I don't think anybody has lied. Way too many people have said that work on this dub has been done. So if it has all been a lie, then it has been an extraordinarily well-coordinated one. I am beginning to think, though, that there is a legal or technical problem going on behind the scenes that may prevent this dub from actually being seen on TV (or home video).
A "rather haggard" translation of a line from Future Gohan in DBZ, provided to FUNimation by Toei:

Don't some dubs dub the anime BUT it doesn't get released or even seen by most people? Just a question. I heard about before but I've never seen an anime with that issue. Perhaps they feel like 2 english dubs would't work in terms of sales? Or enough people already know about Funi Kai and that only hardcore dedicated Ocean fans will buy this

I'm pretty sure that this dub is total independent from what Funimation are doing, as the Westwood dub was.

I recall Schemmel sounding sort of scornful about the whole thing when he let slip that he knew something about it a few years ago - but I think that's just the guy in general. He has the capacity to come across as a really cantankerous, unpleasant person.

Ok, so that must mean it is or has been rescored. Haven't most companies stopped doing that nowadays? Also, these episode counts are pretty inaccurate, it would seem. They did 184 Dragon Ball Z Episodes (108-276 going by their episode order). Dragon Ball Z Kai either has 98 or 167 (possibly) depending on whether the Buu arc is included or not. MegaMan NT Warrior also only had 52 Episodes, cut down from 56. The original Mega Man cartoon has an accurate count of 27, though. Don't know about the others, though.
