First, let's deal with these pesky flies.
Vegeta has joined (arrived), so things should get somewhat more interesting.

We'll win! For sure!

勝てる comes from 勝つ which is win/victory.
ぜったい (絶対) is more literally "absolutely".

He's saying that fused together, they'll win without a doubt.

Can I please get a proper translation of the dialogue spoken on this page from the Japanese manga? A scan of the page from the Viz manga version would be fine as well.

Or do you mean the arrow joining him and Nail (合体/merged)?
Or the bubble to the left of his head? (ピッコロ/Piccolo)
Or the weird guy talking? I assume you mean him.

I can't read the kanji at all, (do you have a larger scan?)
but I think he's just commenting on how amazing everyone is.
