Comic City Osaka is a dojinshi convention. Basically, this is an unofficial DB rough illustration collection put out by a DB fan who also happens to be a professional manga artist who has worked on official Zelda manga. So it's pretty high-quality DB fan art drawn by a professional artist, but still fan art rather than an official art book. Junya Furusawa has a page on Japanese Wikipedia, but not one on English Wikipedia at the moment.

He used to publish some DBZ doujinshi and often contributed fan art to anime magazines under the name of Furujun. He became famous for copying Toriyam's art style, and then he was hired as an official artist during his college life. He debuted as a pro mangaka as Jun'ya Furusawa and stopped doing background work for the franchise probably after graduation. I think he was never officially credited for his DB work, so it's not mentioned on Wikipedia.

FYI, he also did a lot of chubby shota stuff... which kinda explains why he always seems to put extra effort into making kid characters adorable in his art.

It's a fan publication, but those drawings aren't fanarts, they're totally official, I've seen them everywhere, for years

That "trick" can be often seen in manga art. If you consider perspective strictly, eyes have to be drawn like this:

In this way, however, facial expression can be unimpressive and not easily recognizable when viewed from some angles, especially in small panels. So, many manga artists including Toriyama purposely ignore perspective and draw the eye on the near side of face like when it's viewed from the front.

A similar thing happens to ears, too. They can be totally seen in front view, but it's not accurate.

This is why 3D CGI can never reproduce Toriyama's style perfectly.
