Kai is being simulcast only in France as far as I know, with the French dub given to us the day after Japan aired it. So it's pretty much an agreement that "as soon as Japan has it, France has it".
But a TV simulcast will surely not happen with
Dragon Ball Super.
Kai can be simulcast with the French dub because it was sent to foreign countries and all ready way before it started airing on TV in any country, so the dub was already recorded and ready to use.
With Super, Toei will likely just have time to get the episodes done for airing the next day, later refining the drawings for the Blu-ray release. No way to have a TV simulcast.
However, based on what they do with
Sailor Moon Crystal, an online simulcast on NicoNico with subtitles in many languages is totally possible.
