I've always assumed "Super Saiyans," since the guy was made to "bomb" them.

I think it was a dub name for the attack. Anyways I think the S.S means Super Saiyan or they are like "Fuck it, it sounds cool!".

"S.S. Deadly Bomber" was the original Japanese name of the attack. I think they just went with it because, hey, "random English is cool, and Deadly Bomber sounds cool."

It's never explained in any official source, so we can only guess. I'd say most likely they just thought it was something that sounded cool and didn't think of it standing for anything, but the idea that it stands for "Super Saiyans" because the attack is designed to destroy them makes sense.

For shits and giggles trivia, in addition to the S.S. Deadly Bomber, Heroes names 14's attack the G.G. Atomic Blow and 15's the F.F. Spark Cannon.

I had thought Nazis as well, but there is nothing about him to suggest that.

I noticed this and assumed that because Toei liked to make DBZ movies that were homages or recycled versions on certain pivotal events in the series, the Super 13 movie was based on the time period where Cyborgs 19 and 20 appeared, also where Vegeta got to shine; remember, this is where he first became a SSJ. The fact that Super 13 randomly looks like (SSJ) Vegeta, is probably a testament that Toei wanted to cash in on that event, so the S.S. probably stands for Super Saiyan.

Following this idea, the staff behind Heroes probably wanted some kind of "Cyborgs based on Vegeta theme" so G.G. Atomic Blow is probably Galic Gun Atomic Blow and F.F. Spark Cannon is probably Final Flash Spark Cannon.
