That could work.

Here's why I think licensing the 2008 Special now makes perfect sense:

- Chronologically it goes something like this Buu > Special > DBS + 2 recent films.
- Battle of Gods mentions Tarble from the Special.
- Revival of F and the Special both have Freezer's goons.
- Son Goku gets a job in the Special and DBS.

Missing anything?

Probably higher.
If they planned it for display on a screen at an event you can bet it is 1080 minimum.

Digital animation is generally done at high resolution, however, the final product could have been made at just 720p or 1080p. To increase the resolution, they would probably have to re-render everything from the original elements.

I have a degree in animation, so I know a little about the technical side-

I'm pretty sure Toei uses RETAS, which does use a vectorised setup rather than raster for lineart. So it would theoretically be possible for them to upscale without too much hassle, provided assets like background paintings were done at a high enough resolution. It is usually standard for background paintings to be made at a higher resolution than their base requirements in case of last minute shot composition changes such as scaling and cropping anyway. To be brutally honest some of the backgrounds were kinda lacking; there is one glaring one when Trunks gets thrown during the fight, but from a technical standpoint, it should be possible.

Well based on new news, it goes Buu > DBS > Special > BoG + RoF
