Personally I'm not too big of a fan but I could stand it if it was real
Cell sounds actually good
Kid Buu is still annoying but its not terrible
Goku had potential but the performance was weak
Vegeta's really sucks
Piccolo is bad except when he talks about cleaning the trash of the universe
Freeza isnt good either.
Kid Goku is actually one of my favorite voices for the character
Trunks is pretty good actually

it's a mixed bag

The only voice I like from Final Bout is Kid Goku's. Everyone else sound bad or forgettable.

Eh, not a fan. Some voice actors have said in interviews that, throughout the 90's, it wasn't uncommon to go into a recording booth for a videogame project and have no idea about the context of what you were recording. Every once in a while, they said, you'd get a game whose creative team really wanted to make the voice acting a priority and went the extra mile with it, but often times that wasn't the case. No footage, no audio, no explanations...sometimes even no director, the engineer would just roll and say, "Well, that sounded good I guess." I don't know for sure, but I wouldn't be surprised if this dub was an example of that. It certainly could have been worse...I've heard some voice actors say that at times, budgets were so low that they'd just have members of the game's development team do the voice acting themselves for free, or that they'd go grab whatever guy was in the next room because they needed an extra voice...but really, it wasn't that good.

The weird thing about it is that FUNimation had already been dubbing DBZ using their Ocean cast for a while, so I'm surprised they didn't use the Ocean cast. To me, that's another sign that this must have been a low-budget, "eh, whatever"-style production.
A "rather haggard" translation of a line from Future Gohan in DBZ, provided to FUNimation by Toei:
"To think of fighting that is this fun...so, it was pleasant fight, as many as, therefore is a feeling which is good the fight where."

The English voices for Final Bout are a guilty pleasure for me. It's neat to see what these characters sound like in English years before Funimation dubbed them in English. Not to mention the game is one big spoiler for causal fans back in 1997 since the Namek saga just started at the time. So any mystery behind the SSj is ruined for a fan who watching the series on TV and renting it at Blockbuster at the time. Not to mention these voices are so cheesy and corny that I love them. I do admit Freeza's voice is not bad and is head of it's time. Eddie Frierson is my favorite voice actor for Freeza until Chris Ayres in 2010.

I always do wonder what DBZ would be like if Funimation hire the Final Bout voice actors back in 1999 with the same dubbing scripts that they used for the show and the Final Bout voice actors use the same voices that they used in the game for the show.

It was so horrible and they didn't even sounded in character. It's funny that Goku was dubbed by the guy who does Zeb in Star Wars Rebels.

The only voice I actually legitimately enjoy is Tom Wyner's Cell. Maybe not more than Dameon Clarke's, but certainly more than Travis Willingham's or... ugh... Dale Wilson.

I like Steve Blum's Goku. Or only the voice, rather; the delivery is okay, and I can't really comment on how well he can scream. Piccolo's voice is alright, but the guy whispers too much. Freeza is... okayyy, better than Young or Newstone but that's about it.

I'm not of fan of the rest.

It had some casting choices I really liked, Lex Lang as Gohan comes to mind, but the execution was pretty poor. It just seemed really cheesy and rushed to me.

And since I feel the need to point this out, Freeza and Cell were actually voiced by Kevin Seymour and Jonathan David Cook.

Blum's screams are dependent on the voice he is doing for a character and the time he's given with the character. His most comfortable voice these days is his gravely Wolverine but in S-Cry-Ed he plays the main character Kazuma the Shell Bullet and his screams there while hit and miss are more hits then misses. First Video: Those lines are awful. Hilarious and awful. I particularly liked the "pleasure" bit as I can't keep my mind out of the gutter. Cell was well done. Goku sounded like what I remember Ocean's Goku sounding like -- I'll be honest I haven't heard it in ages so I could be totally off.

Second Video: Vegeta's voice is awful, though that is probably a directing problem far more than an actor problem. I can pick apart nearly everything his says but his first scream instantly reminded me of this:http://www.youtube.com/watch?v=N17SGtrhQtQ&t=3m13s. Goku sounds like he's imitating Sonic; lots of energy and too much enthusiasm.

Third Video: Freeza is actually not bad. That Piccolo was bland. I will default to directing being bad before the voice actor being bad. After listening to it further Piccolo sounds like he's trying to be Batman.

Fourth Video: I like Trunks' voice there. I still prefer Kaiserneko's rendition of him but I like this one too. The cocky voice was a nice change of pace from what I'm used to hearing.

Fifth Video: Kid Goku actually sounds like a kid. That voice would have been great for Kid Goku, Gohan, and/or Trunks!

That kid Goku voice has kind of a... "sidekick-ish" sound to it to me. Not sure how else to describe it, but I could definitely see some younger sidekick type character in a show having a voice like that.

Cell's actually not too bad, though. Well, the voice itself anyway, the lines are a little bizarre (like most of these. Could've sworn I heard Kid Buu say "Pikachu, oi, Nyquil" among the random chatter. XD)
