I second this, Hmong is a rare language, which is thought by some to be endangered, so considering the rarity of a lot of Dragon Ball stuff in Asia (Animax, Malay, Vietnamese dubs among others are lost) having any more material would be significant.

That's a fandub. Even the description of the user's channel says he does voice-overs for fun.
