It is a small city, notable as the setting for a portion of the [[Dragon Ball Z TV Special 2|second ''Dragon Ball Z'' TV special]] as developed by [[Hiroshi Toda]]. Like several other places created for the [[Cell]] arc, Pepper Town's name is based on an herb or spice, in this case pepper. Similar locations following that name pun series include [[Ginger Town]], [[Nicky Town]] (named for a word for cinnamon), and [[Basil Town]].

The name may also be a reference to an identically named town in the ''[[Dub and Peter 1]]'' manga by Akira Toriyama. That manga, first released in '''December 1992''', preceded the airing of this episode by less than three months. The main characters, Dub and Pete, both live in Pepper Town, but the region is depicted as being much more like a small town than a city. Additional references to ''Dub and Peter 1'' would follow during the [[Great Saiyaman]] episodes.

==Production==
Due to the production schedule challenges inherent in producing a weekly anime series based on a weekly comic, the writers of ''[[Dragon Ball Z]]'' interjected anime-only material both as a means of extending the runtime and to flesh out the ''Dragon Ball'' universe. The Trunks TV special was created to elaborate on Future Trunks's difficult life and to depict his struggles to become [[Super Saiyan]] and defeat the Artificial Humans. Pepper Town is the first of two named towns in the special, the other being [[Bridge Town]].
