In DBSW I don't really focus on making humans relevant as much as beings of other races. Freeza's race, Tapion's, Bojack's, etc. We know plenty enough on humanity but little on these 3. It hurts me to leave out Pilaf, the Red Ribbon Army, etc, as there are hundreds of good "minor" villains in the series, but the main villains in Dragon Ball are:
