Technically, the strongest Earthling wouldn't be Tien or Krillin. 17 and 18 are modified humans, and thus Earthlings. Both are stronger. Cell is also technically an earthling, and thus he's the strongest. If you count BoG as canon, then Uub is the strongest given his showings against post SSJG base ...
